Western Meeting Sept 22nd 2019
Meeting called to order 3:08 PM at the Press Club on September 22, 2019.
19 people in attendance from multiple clubs. Names to be kept on file.
Minutes were read from previous meeting held October 22, 2018. There were no errors or omissions and no new business arising from the minutes.
Rob Hann read some rule changes from provincial meeting held in Port Au Basques in the spring. The full rule changes as well as constitution has been made available online at www.westerndarts.com
Rob Hann read our finances for the 2017-2018 season noting that we were able to provide each division with $4000.00 to attend Provincial Tournaments.
Motion made by Al Gardner and Keith Andrews to adopt the minutes and financial statement.
The Current executive was then dissolved and we proceeded with the election for Western Executive.

Information and reminders were discussed about last dart season and the upcoming dart season.
Leagues were reminded that it is their responsibility that they ensure that their players are registered and in the correct division. No exceptions. Players not registered will not be able to play in the Western Regional Tournaments.
Team registration will remain at $250.00 per team for regional tournaments.
Player registration $5.00 per player from each league. Westerns will contribute $3.00 towards provincial player registration for the total $8.00.
Each club will be given tickets (300) that will need to be sold to help offset costs. Tickets are $1.00 each
Date for Western and Provincial Tournaments have been posted online.
Dates for Western Tournaments are as follows:
Western A: Jan 25th-26th
Western B: Feb 15th -16th
Western C: Feb 1st -2nd
Western D Feb 8th -9th
Bids for hosting Western tournaments to be received at our next meeting.
Cutoff date for player registration and average is December 21, 2019.
Brendan informed clubs that they should all be using the new online stat program. All clubs are required to use the program as it was passed as a motion in a previous meeting. If anyone needs access to the program they are to contact Brendan Lush (email@example.com).
It was noted that we will be posting info and stats online at www.westerndarts.com
The Floor was opened for discussions and a motion was made. The motion is as follows.
Motion by Jamie Park/Rob Park If hosting clubs are short refs the teams will help if they have extra players. If the club is constantly short and becomes a problem then the Western Executive can suspend that club from bidding on tournaments for 2 years.
It was stated that our next meeting would be Oct 27th at 3:00 at Press Club

Hello Fellow Dart Players:Once again the time is upon us to start thinking about playing darts and meeting old friends over a friendly game of darts. As you all know at our AGM last year we made some changes for the betterment of the game. I have attached with this letter your updated database for your region, the updated Constitution and Bye-Laws, the new 8 year schedule, and the minutes from our last AGM.
In regards to the Data Base: the database is up to date with the division each player is allowed to play in this year in the Green Column. Based on the a new motion last year at the meeting some players if they comply with the conditions stated will only have to participate in the higher division for 1 dart season instead of 2 dart seasons. You will notice in the Data Base that some player averages has been highlighted in yellow, this is players that are eligible, based on the new rule, to drop back to the lower division after they comply with the conditions of the new rule. Any questions regarding the data base just give me a call.
In regards to the updated Constitution and Bye-Laws: all new changes made at the AGM last year is typed in Red so you can better understand the changes, take time to get familiar with the new changes.
As in past years, any concerns or problems feel free to give me a call. I hope you all have an enjoyable dart year and look forward to chatting with you at one or more of our Provincial Tournaments

Minutes of Meeting March 27, 2019

Annual General Meeting
St. Christopher’s Hotel, PAB, NL
March 27, 2019
In attendance were 22 people representing the various organized regions. Labrador, Northern, South Southwest, Southwest, Northwest, Western and Eastern “B” & “C” were represented. There were no representatives from Central, Southern or Eastern “A”.
Also in attendance were Provincial President- Jason Verge; Provincial Secretary/Treasurer-Rod McWhirter; Provincial Western Vice President-Alvin Smith; Provincial Eastern Vice President-David Quinlan and Provincial Statistician-Brian Joy. Our sponsor Molson/Coors was not represented at this meeting.
Provincial President, Jason Verge called the meeting to order at 10:10 am. The sign- up sheet was passed around earlier and roll call was completed.
A motion was made by Curtis St. Croix that the agenda be adopted as presented except that discussion of averages and the $8 registration fee be added to the agenda. Seconded by Clay Taylor.
Rod McWhirter read the minutes from last year’s AGM. No errors or omissions were noted. A motion was made by Brendan Lush and seconded by Lorne Garnier that last year’s minutes be adopted as read. Motion carried.
Rod McWhirter read last year’s financial statement along with the current year’s revenue and expenses. No errors or omissions were noted. A motion was made by DJ Quinlan and seconded by Dave Kelloway that these reports be adopted as read.
A motion was made by Rob Hann and seconded by Curtis St.Croix that the “D” average be increased from 16.49 to 16.99. This would make it more consistent with the “C” average cutoff of 18.49. Motion was defeated.
A motion was made by Rob Hann and seconded by Brendan Lush that the “B” average be lowered from 21.49 to 20.99. This would make all the averages and divisions more consistent. Also, lowering the “B” average would help increase the “A” division especially in Western. Western used to have 10 regional teams and now they have trouble getting 6.
Motion was defeated.
A motion was made by Jason Verge and seconded by Jerome Wall that the following changes be made to our averages. Any player shooting over the maximum average for a division in a Regional or Provincial tournament where their average exceeds the maximum average for a division by 0.50 or less will be required to participate for a maximum of 1 dart season in the higher division if the following condition is met. Those players will have to have a recorded registration average for that dart season and one recorded Regional or one Provincial average for that dart season while playing in the higher division. If this condition isn’t met then the player must remain in the higher division for 2 years with a recorded registration average for both years. All recorded averages must be the lower division average in order for a player to drop to lower average. All advancements regarding Regional and Provincial tournaments would start on the following dart season. This motion will be retroactive back to the start of the Regional tournaments of 2017/2018 dart season.
A motion was made Jason Verge and seconded by DJ Quinlan that any player shooting a higher average at Registration or cut-off than the average recorded for the previous year will be subject to the previous rule (#6) regarding the length of time spent in the higher division but their length of time would start immediately after the higher average was recorded.
A motion was made by Jason Verge and seconded by Brian Joy that the wording in our constitution, Article 4, Election of Officers #1 that the term good standing be defined as:
-Be a registered member within a region.
-Be a registered member within the provincial association.
-Must have a current average recorded within our provincial database for the year seeking nomination and must continue to supply a current average for his term if elected.
-All fees payable to the regional and/or provincial association must be up-to-date at time of nomination and must continue to remain so for the length of his term.
A motion was made by Jason Verge and seconded by Clay Taylor that Article 8 of our By-Laws be amended to delete the Janeway donation as those tickets are no longer being sold. Motion carried.
A motion was made by Jason Verge that under the definition for available games, that the wording be changed to reflect that all games played within a league after the league has started for the season be counted as the available games for all players within that league no matter when they registered with that league. There was no seconder for this motion so motion died on the floor.
A motion was made by Jason Verge and seconded by Lorne Garnier that any team in any Regional tournament that participates with a player or players that are not registered with the Provincial association in that region and maintaining a true division average for the division being played will be subject to the complete team being disqualified from participating in the Provincial tournament even if they win the Regional tournament.
A motion was made by Jason Verge and seconded by Brian Joy that any Region allowing players not registered with the Provincial association to participate in Regional tournaments will have teams from that division disqualified from participating in that Provincial tournament for that year. Motion defeated.
A motion was made by Jason Verge and seconded by Rod McWhirter that All Regional and Provincial tournaments be run using the provincial database to check players prior to the start of the tournament. Any player found not to be registered or having an illegal average will be cut from the team and if the team doesn’t have the required number of players to proceed, then the team is removed from the line-up. Motion carried.
A motion was made by Jason Verge and seconded by Clay Taylor that all players playing in a Provincial tournament must first have competed in their own regional tournament. The only exception would be for work or sickness and both would need proper documentation. A doctor’s note would have to be provided for sickness and a note from the player’s employer that he had to work on the date of the tournament. Motion carried.
A motion was made by Jason Verge and seconded by DJ Quinlan that players/teams preregistering for provincial tournaments must have fees paid within 2 days after players are preregistered, otherwise players/teams will be removed from the preregister list and won’t be allowed to participate at that Provincial tournament.
A motion was made by Jason Verge and seconded by Brian Joy that any regional team preregistered for provincial tournaments that back out with less than 7 days left before the start of the tournament will be subject to one or more of the following penalties:
-The players pay a fine of $500.00
-The players on the team be suspended for 2 dart seasons from playing in regional and provincial tournaments.
-The hosting rights for the region involved will be removed for the next 2 dart seasons (all tournaments for that region would automatically be given to the other region in that same zone).
-Exception would be for extreme circumstances as determined by the Provincial Exec.
A motion was made by Jason Verge and seconded by DJ Quinlan that any regional teams (6 players or more) playing in a provincial tournament must be preregistered 3 weeks prior to the start of the tournament. No team will be preregistered after the 3 weeks tournament deadline. If teams lose players due to work commitments or sickness they can replace a player right up to the start of the tournament. Replacement players will be required to pay the preregistration fee of $20.00. Motion carried.
A motion was made by Jason Verge and seconded by Clay Taylor that any region wanting to make a motion at the AGM must do so in writing and send the motion by e-mail to the Provincial President or Provincial Secretary/Treasurer 3 weeks prior to the AGM. The motions will not require a seconder until presented at the AGM. This will give the Provincial Association time to send the motions to all the regions for their consideration before the AGM.
A motion was made by Brian Joy and seconded by Clay Taylor that we adopt the 8 year schedule with all the tournaments be played in the months of February and March.
A motion was made by Clay Taylor and seconded by Cody Gibbons that Provincial tournaments resort to the original format with no rounds being played on Saturday except for playoffs. Motion defeated.
A motion was made by Curtis St.Croix and seconded by Liam Doyle that the “C” division cut-off average be raised from 18.49 to 18.99.
A motion was made by DJ Quinlan and seconded by Alvin Smith that as there was no more business to be discussed that meeting be adjourned. Motion carried.
